MaxMind has deprecated GeoIP in favor of their new MMDB database format. This pull request is for the Release version of pfBlockerNG, and will likely be the last as we move pfBlockerNG-devel to pfBlockerNG Release.

I plan to keep the pfBlockerNG-devel branch open as new features are still planned.
