It really depends on how many CPUs, what type & features and how much RAM you have. Some have successfully deployed to hundreds of clients.

I believe @KOM's point is that pfSense is open-source free software and there is no artificial limit in place for VPN connections (or any other connections) which you must purchase some additional license in order to exceed. Many commercial firewalls do indeed practice that trick to maximize the extraction of money from your wallet ... .
