Because you have broken it with Squid.

Yes, it's the ports. The default config only allows access through the following ports (this config is from squid3 in pfSense 2.2.2):
acl safeports port 21 70 80 210 280 443 488 563 591 631 777 901 3128 3127 1025-65535
acl sslports port 443 563 -
Just add the 82 port to squid 'safe ports' on the ACLs tab at the bottom.
I had the same issue with access phone carrier VM via VM app.

How to block torrents?

In Squidguard,
Proxy filter SquidGuard: Common Access Control List (ACL)
and in Target Rules deny a list that has torrents.
