pfBlockerNG-devel v2.2.5_28 not creating firewall rules on pfSense v2.4.4-RELEASE-p3

I have a somewhat complex pfSense setup (HA cluster, 3 WAN's, many LAN's on 20GB LAGG, significant ruleset, IPsec VPN to remote pfSense sites, OpenVPN for remote admin access).

I have manually reviewed all the settings, tried the wizard a couple times, selected - deselected - selected interfaces again. I have tried different permutations of Update, Cron and Reload with different settings. I have reviewed https://forum.netgate.com/topic/85839/pfblocker-not-inserting-firewall-rules and https://forum.netgate.com/topic/55657/pfblocker-not-adding-firewall-rules/8 . I do have a MaxMind License Key entered and GeoIP update appears to be functioning well. I have not yet rebooted (need to schedule maintenance window).

@Aqualinx You may want to disable pfBlockerNG to make sure the firewall option is set to auto as below.
