captive with transparent proxy not filter any thing

I have user pfsense with squid from 2 years and its working very good,
now I want to configure the captive portal for my wifi user with the same squid filtration.
when I configure squid with transparent proxy squid working properly but the captive portal user can access block site
Please help me to configure the same**
