Is it possible to setup a gateway group of VPN connections that will only connect when needed

Hopefully I explain this properly. I searched but couldn't find someone trying to do this specific thing.
I have NordVPN, which allows 6 simultaneous connections.
In my Netgate I have a gateway group with multiple NordVPN servers configured. I have it setup to drop one server and go to the next if latency or packetloss exceeds a threshold. However this still leaves me with a lot of times where the internet gets way too slow. It seems like NordVPN servers just slow down way too often.
What I want to do is configure like 20 different NordVPN servers and then set a fairly strict configuration for when i get routed through a different VPN server. Of course I can't connect myself to 20 NordVPN servers at the same time. Can I somehow configure it so if a VPN server drops below the configured threshold it connects me to a different server, verifies that it meets the threshold requirements, connects me through that server then disconnects the original server?
Something like this would allow me to keep a reasonably fast VPN server connected.

I am also interested in a solution for this problem. Does anybody know, how to set up the system for that?
