I set up OpenVPN server via the Wizard for local access. I enabled "redirect all"

Now, clients (tested on iPhone and Windows) do not have any internet access when connected to the VPN. They can access the LAN, however. This issue doesn't seem to be DNS related, since I cannot even ping ips such as 8.8.8.8.

I allowed the Wizard to create the default firewall rules.

I don't see a VPN-Specific NAT rule. Could that be the issue? What would a NAT entry need to be, if so?

So you direct the whole client traffic over the VPN. Is it really that, what you want?
If so, you need to add an outbound NAT rule on WAN for the OpenVPN tunnel network.
If not, uncheck "redirect gateway" and ensure, your local networks are stated in the "Local Networks" box.

if you have Automatic outbound NAT or Hybrid ,the NAT rule will be created automatically if it is manual you need to create it.
