If I have L2TP/IPSec server and I create VLAN with static IP of 192.168.55.1/24 without GW and I assign L2TP client an IP address of 192.168.55.88 via L2TP - > Users menu. Does this client belong to the same subnet even if he uses L2TP? Is he part of that Interface?

@Dunno No, the address 192.168.55.88 will be assigned to the client upon connection, i.e. on L2TP interface
You need to use unused IP address range for your L2TP clients
        see https://docs.netgate.com/pfsense/en/latest/book/l2tp/l2tp-server-configuration.html
