Connection failures

I have a Win2019 server with Hyper-V. The Pf is installed on the virtual machine, it is the gateway for the hypervisor and all other virtual machines, plus, the OVPN client is configured on it for access from outside. Everything would have worked well, if not for one "But" - with a constant frequency, about once every 10-15 seconds the connection sags, both to the Pf web interface, and to the RDP to the hypervisor itself. At the same time, the ping is stable, does not fall through, does not disappear, OVPN also does not break. Please help me find the cause of the problem. -
The problem has been resolved.
I tested a machine on a local network with an OVPN server to which the client was connected. Somewhere the network is looped, apparently.
