      Per-user bandwidth restriction is enabled and set to 1000 Kbit/s but when i speed test connections seem to be 20Mbps my how come

        This should work for all your CP users, but only if they log in via the CP. If you run your speed test from a host which is whitelisted your traffic won't be restricted to the capped limit.

          It's better to install freeradius package, and then from there restrict the bandwidth of the user you like to restrict !

            Or use standard limiters. If you're on 2.2.X YMMV.
