Squid & SquidGuard are not running Pfsense

Hi guys
Thank you for input. I have been searching for similar post but couldn't find the exact same issue.
Our pfsense Squid & SquidGuard was running before Pfsense 2.3 release.
Once updated 2.3 release. I couldn't make it run again. I notice that few thins are added and slightly changes in Squid & SquidGuard.When I click ''Apply'', SquidGuard will not Start but remain STOPPED.
At Status> Services, I can run Squid but as soon as I start SquidGuard. Squid will stop.

From 3.2 further configuration cleanups have been done to make things easier and safer. The manager, localhost, and to_localhost ACL definitions are now built-in.
