Square - Target Rules List function missing at Groups ACL

"FRESH" install V2.3.1 + Square + squidGuard + Lightsquid. All package services start will no problem but the Target Rules List function is missing at Groups ACL if add more then 4 rules at target Categories. (Never display + - button)

We don't want to use the black list function, it will became another issue also (must use IE to install it and the Target Rules List function is missing at Groups ACL and even unable to remove the black list function after install).
