Squid/Squidguard sgerror redirect

Ok. Updated to 2.3.2. Sideguard is blocking selected categories. The only problem is that it will not display the sgerror.php page. the operation is timing out. Followed several threads and everything looks to be configured properly. Using transparent proxy with internal redirect. This worked on 2.x just fine. The logs show pages being blocked. ?.
