      We have 3 offices; Office1 will be the openVPN server, Offices2 & 3 will be openVPN clients.
      Easy enough, I will setup an openVPN site-to-site connection between all offices.

      But what about the 10 employees who are often road warriors?
      They have to connect to Office1 openVPN server using the openVPN GUI windows app.

      For these employees, do I setup a second openVPN server in "local user access" mode at Office1?

          As stated, yes. On a different UDP port. Most would use 1195.
