So I followed the steps from https://doc.pfsense.org/index.php/WPAD_Autoconfigure_for_Squid  and https://www.youtube.com/watch?v=kHKSjhKICxc  BUT the website filtering not functioning.  What could be the problem ?

Probably something you've done wrong.  You haven't given any information whatsoever about your configuration so all we can do is guess.

Did you validate squid is working via explicit settings in your browser before attempting wpad?  wpad is never going to work if the proxy not working ;)

before I used wpad, i only employed http proxy with squid and squid guard which is working. when i followed the procedure for wpad on the links i provided, the squid and squid guard is running but not filtering.

Yeah makes zero sense.. If your saying its working when you point to it directly.  But wpad everything is wide open points to you not using the proxy and not putting in the rule that blocks direct access.

Does your proxy show your clients using it.. What does its log say?

Can you download your pac file?  Where are you hosting it?  Can you post what you put in your pac file?  When you go here does it say your using a proxy?  http://www.lagado.com/proxy-test

As I like to explain, from my own viewpoint, WPAD is the very last step in term of configuration.

                • you have to ensure that your proxy works when explicitly configured on your browser
                • once this works, you deploy proxy.pac on some web server and ensure it works when manually configured browser side
                • once and only once this works too, you can push WPAD using DNS, DHCP or whatever supported method.

Following this approach, you may discover that WPAD step is the easiest one and most of the time, it works  ;)
