Slow connections?

Now that the firewall logs are working I can see way too many out-of-state TCP-PA packets. So far these are all coming from legit wireless phones unable to connect to an email server. My guess is the packets are too slow.

I have the Firewall Optimization set to conservative, but I am running PFsense on a super fast box and I think the timings may not be conservative enough.

here are the questions.
Does the Optimization setting and the speed of the connection/hardware have a correlation?
If so, can there be some sort of setting added to make PFsense more conservative taking into account faster hardware?
