Strange WAN Gateway Packet Loss Issue

Hi Everyone,
I am using AIRVPN AES-256 CBC, my PFSense box is a VMWare Machine with a Intel Xeon CPU E3-1220 V2 @ 3.10GHz, My net connection is 200 meg down and 20 up.
I am having a strange issue, everything seems to work fine I can get very close to my 200 meg speed on speed test websites, with large file downloads I tend to see about 25-50% of my full speed which is odd.
But the real issue is with torrents, when I start a few torrents within about 10 seconds the packet losses on my main WAN GW (not open VPN GW) start to creep up until they get to about 30% and I am only able to download torrents at about 1 MB/s, this does not happen however if I switch OpenVPN from UDP to TCP, I am then able to get about 10 MB/s but then my speed test results drop to about 100 meg so thats not really an option.
I would usually think its the CPU not up to the task but the OpenVPN process never goes over 40% and checking in VMWare the whole host doesnt go over 50% So I am a bit stumped, can anyone shed any light on it or suggest anything I cant try?

I fixed this, I upgraded my server to an Intel Xeon E31270 and moved from VMware to bare metal which gave me more constant throughput via openVPN, but the thing that really helped was setting the MTU and MSS in the openvpn client manual options and on the openvpn WAN interfaces as this needed to be lower for my OpenVPN connection.
