Users to access to Captive Portal

Hello,

I am configuring the Captive Portal and I am creating different groups and users to manage and access to the system. I created an user named "Limitated", this user only have to access to "Status" and System->User Manage because it will has to create and assign (to groups) new users to access to the Captive Portal. The problem is that I don't want this user assign any other user to the admin group, I need to know urgent how to avoid this.

Not possible. Anyone with access to page-system-usermanager is effectively root.
