Open vpn errror

Please help me i am getting error in open vpn connection

That is the "normal" cycle of attempting to connect and timing out. Probably the server at 89.148.16.252:1194 is not running, or not reachable. Check the server end.

I get the same error when pfsense boots up from snapshot upgrade.
Every time I upgrade I have to wait for it to boot, then reboot again and then it`s fine.
