Is there a cloud provider where I can spin up a pf instance?

I need to test some cisco > pf ipsec jazz, and prefer to use a public static on both ends.

My statics locally converge too closely above my site routers to be sure where my issues lie.

Digitalocean would be ideal, but I would have to use an unfamiliar hypervisor, and I don't think that would clarify things for me.
