Squid blocking file downloads

After recently updating various packages and updating their configuration we have run into a bit of a snag with squid. While attempting to download various installers such as Opera browser installer or winrar installer squid blocks said download. ACL list does not have any entries to block the download of .exe files yet it still does so. Any help with any ideas that maybe causing this will be appreciated. If more info is needed will provide as requested.
