Is it possible to block traffic in against description MSG will appear to user?

So you want to block pretty much the whole internet and let uses know your blocking it ;)  Pretty much ever site on the internet is going to https..  Shoot even pfsense forums is https ;)  even if the site is not login should be so.  So your wanting to pretty much make the internet completely useless.

They're probably asking a general question and actually have a select list of sites or a white list.
