Captive Portal Freeradius2 don't start

Hi everybody, I was looking all over the web but i can't find a solution for my problem.

I setup a captive portal network and works fine.
When I try to implement the FreeRADIUS Server it don't start. I follow a few guide to setup the FreeRadius2 but it still don't work.

someone can help me please.
