Cant block WIFI connection

Hi Guys, can someone please assist me with blocking incoming wifi connection? I have setup Limiters and dont even think they work. All I am trying to do is block my kids tablets during certain times of the days.
In Firewall/Rules under action "Block" doesn't work.

Post your rules.
The block would need to be above the pass, just block them first regardless of schedule, then try and get the schedule working.
