Hi guys im receiving some weird from office 365 and exchange and i dont know how to whitelist it.

      im running on transparent proxy.

How to whitelist this type of site?

      http://178.79.181.233/rules///sc21.bin.full.2017.06.16.15.03.00

ive tried to add it to the target categories then on common ACL but it is still blocked.

Looks like you have a specific ACL rule that blocks the use of IP addresses.  Go to your ACL(s) and look for Do not allow IP-Addresses in URL under the Target Rules.  Is it checked?
