How to fix this dead list?

This list is dead:
https://github.com/maravento/blackweb/raw/master/blackweb.tar.gzHowever, this does exist:
https://github.com/maravento/blackweb/tree/master/blThese are not *.tar.gz, so I take it they will not get processed.
How can we get these to work?

.tar.gz filetype is not a requirement
you just put in the URL to download the file, there are many different ways people can host the files.
in my lists i have many different formats. Just try linking that list and see if it works, it will probably download successfully and work.

This feed is not compatible. However, if you review its shell script, all of the feeds can be used in DNSBL directly:
