Openvpn site to site NAT PORTS

Hi Guys,
We have 6 Offices using pfsense
4 are using a hardware and 2 using VM on a ESXI. the VM offices are behind a NAT, in front of the pfsense there is a ISP Model.
the two offices that are using the hardware they can connect to each others fine no issue.
the two behind the NAT used to work before but lately they stops working after the update to 2.3.4p1
the log doesn't shows way.
I've created and deleted the tunnel like 100 time but it did not comes up.
Can someone advise is this a routing issue or something on 2.3.4p1 ?Thank you
