PfBlocker moving firewall rules to the top on interfaces

Is there a way to stop pfBlocker from moving the firewall rules on the interfaces to the top of the rules list when it updates the rules?

The issue I have is that I have some rules that over ride some IP addresses in the pfBlocker rules.  If there is not a way to stop this then I have to manually move these rules back to the top each time after pfBlocker updates.
