Can't whitelist Plex Mediaserver

Hello Folks,

I read thrue pages and pages and don't get it right. Maybe to long reading or I overlooked something.
I blocked most countries on the ports I have opened but I can't get Plex Mediaserver to run.

If I remove the first rule and just let the pfB_AllowList sit on top, it doesn't work. Like shown in this picture
it works. Alias Plexserver is 192.168.2.45 and I also tried to alias the port. But no success.

The next problem is that amazon cloud servers in ireland get blocked by north american ips? Is there something wrong?

Please tell me if you want more screenshots to clear things up.
