Firewall blocking any rule

I have a long time setup with pfsense (years) and my configuration has been working great, I have multible vlans, vpn, gateways etc… etc...

Today the firewall started to block the xbox one chat (has been working fine since forever) , I can see this in the firewall logs. The GAM vlan has always had a ANY ANY ANY rule as it only has game consoles and smart TVs on it.

I reset the states and also recreated the ANY rule without success.

Any ideas?      Like I said this setup has been working for years and I have not made any changes.
