How to control who uses VPN and ‌Bypass squid proxy rules?

Hello
I have Active Squid proxy server for the internal network
Everything works properly

But if the user uses VPN, the entire Rule is violated

I've defined Traffic Mgmt in squid as Overall Bandwidth Throttling = 100
But the user that is connected to the VPN can use the Maximum bandwidth to download.

How to solve this problem?
