I'm moving from a 7100 FW to a 1537 and I'd like to make the VPN move totally transparent to the VPN clients. Is this possible? If so, is there a howto? The public IP isn't changing.

If you restore the same configuration to the new hardware and none of the addresses are changing then it should just work. Clients won't know the difference.

There are some changes, so I can't restore everything. Can I export/save users and the certs and restore those?

You'll need to carry over certificates, users, and OpenVPN
