How I can allow few users to access few of the websites but not all from DNSBL Feeds list?

Hi All,
I have configured pfblockerng-devel in our environment and able to block all the required websites very well.
Now I am getting situations where some users need to allow only certain website from DNSBL feeds but not all. If i exclude those users ip with firewall rules they will be excluded from all the websites.
How we can tackle these scenarios with pfblockerng?Regards,
