Thanks for pointing that out, it shouldn't be assumed everyone has a scroll wheel. That is something better for the theme, https://github.com/rtfd/sphinx_rtd_theme, to implement, but I'll look into that some and see if there is anything that can be done to move it forward.

edit: found an issue that talks about the lack of a scrollbar: https://github.com/rtfd/sphinx_rtd_theme/issues/468

I should have fixed this, let me know if the fix didn't work. There is a good chance the old CSS is stuck in cache though so make sure to clear it.
