Updated to pfBlockerNG-devel 2.2.5_23

So I threw caution to the wind and updated to pfBlockerNG-devel 2.2.5_23. It seems that the issue with the 10.10.10.1 http page not showing up is fixed so no messing around now with adding the "/" in the config files. Hurray!
However, the Talos feed was not accessible so I've had to change the user agent to "curl" in the two config files per the posted fix for the previous version. This does seem to resolve the Talos feed problem.
