Cannot add new users

When i try to add a new user going to System >> User Manager page it takes me to this url
https://10.22.2.100/system_usermanager_passwordmg.phpand just asks me to update the user password which i tried of course, but it asks me every time ... see screen capture attached

I figured it out think my browser or maybe pfsense is caching the wrong page? something like that anyway ... when i manually enter the link below ( found the working link from another version of pfsense i have running elsewhere ) it takes me to the correct page where i can add users. I will try clearing my browser cache to see if i can get it working as normal but for now i am just happy to be able to add users

no its an issue with non admin account.. There have been multiple threads about it

pfSense is non 1 admin account system, so this is really bug
