Allow specific website to single IP??

I recently configure PfblockerNG-devel on my pfsense and block Facebook , youtube and some other websites. Now the issue is some users want to access youtube , but I could not find a way to allow only youtube to that specific user. I dont to want to bypass entire rules for that client but only allow him youtube access.

As you are showing not a single piece of helpful data (how have you blocked it? what rules are in place for that kind of blocking? etc. etc.), how do you expect anyone to help?

Ive used Pi-Hole list + steve + enabling shallalist using social network , chat , dating hacking , web chat etc blocked with in pfblocker.
I'm sure this is enough . I know I can either bypass the user to go straight away to avoid all the filtering/blocking via DNSBL , but I dont want to bypass all I want user to allow only one website and rest should be blocked. Mofre over if I add domain into Whitelist in DNSBL it will be allowed to all users on network and this is again I dont want to.

So you are using DNS Blacklisting as well as IP Blocking? That could be your problem as I'm not sure if and how easily one IP can be excluded from DNS blacklisting.

@JeGr Thank you for your time and response. What if I use any one of them , then will it be possible to achieve the task I'm looking for ? To allow single website to a single user and rest of the site should be blocked for him as per policy. If yes then please share me guide line or steps.
