        Well ....
Can't figure out what your setup is. Neither what the actual question is.
I drawing with IP addresses etc ?

Clients, connected to an AP behind a Captive portal that pass through without authentication : this means the AP's are used as routers, not in AP mode (only). So : use your AP as an AP, not as a router.

No "help me" PM's please. Use the forum, the community will thank you.
Edit : and where are the logs ??

Some AP's are not transparent bridges and the PFSense box could be seeing all wireless clients as one MAC address. First person to authenticate on the wireless authenticates all the users that connect after them.

The AP not being a transparent bridge is based on experiences I have had in the past with wireless gear. Its been a long time since I had an issue like that so beyond what I have stated I don't have much else, check the arp table? Can the DHCP server assign more then 1 IP per MAC? I know that when this was happening for me, multiple devices could get on the internet so the DHCP server must have been assigning multiple IPs to MAC addresses.
