pfblockerng not working for all ip's in the aliases

I'm having an issue with a newly configured pfblockerng. It appears it is working for SOME of the Ip's in the alias but my mail server still shows accounts being hammered on by overseas IP's that are in the block list. For example, my pfB_SAmerica_v4 list shows 0/3kb so it is acting on SOME traffic. But yet my mail server is still showing accounts being beat on from IP addresses that are in the aliases for pfblockerng.
Example... 45.82.153.76 is a Russian IP and it is handled by this alias pfB_Europe_v4.txt:45.82.152.0/23How is it both working but not working???

What about pfB_Europe_v4? Do you have anything in there in your WAN Rules?
