I would like to use the OPT port as a discreet wired port for a separate device. Do i only have to enable the opt port and then create firewall rules to block communication between (lan/opt) and also allow all on opt. Do i also need to enable DHCP server as well?

Yes, once the OPT interface is enabled, it has an implicit deny until you add firewall rules.

The short answer to your question is no, you do not "need" to enable DHCP in order to pass traffic on the OPT interface. However, if you want DHCP service and don't have another DHCP server on that segment, then yes... you will need to enable the DHCP server on the OPT interface.
