Pfblocker Issue

Apologize I think I posted this in the wrong section earlier.
Whenever I have Pfblockerng enabled ports that I do not intend to have opened are suddenly opened? I have one allow all rule at the top for 3 ips and the pfblocker rules then all the pFsense allow rules. The only way the ports became blocked was for me to disable pFblockerng? What could be the issue?
