relayd is back in freebsd 12x and works with latest builtin libressl

just thought i might relay the information since relayd was about to be abandoned by pfsense over lack of a working maintained packet in 12.x

We know, but we do not need nor want LibreSSL in our builds. It still doesn't work with OpenSSL 1.1.1.

I updated the text on the 2.5.0 release notes a while ago to reflect that change.
