I need help with OpenVPN

Can someone help me with this problem. I have read the avail documents, but the information just does not seem to clearly address my situation and while I have site to site working, I am unable to determine why I cannot get clients to access the other side of the network through the site to site tunnel.
I have Site A as the OVPN server. Site B connects to Site A and communication is good.
I then have clients connect to Site B on another tunnel and would like clients to be able to gain access to the network over there at Site A.
A little background may help is this situation…
The software we are using has the main database at Site B, but in order to use the software, clients have to access the license server at Site A. This means that clients outside of Site A and Site B will have to first connect to where the database resides, at Site B and then a request is supposed to go over to Site A for license key.
As a first step, for those who are more experienced, would it be better to have Site B as the point of connection for OVPN or it doesn't matter?

I assume you've set up a PSK for the site-to-site connection and a PKI for the mobile clients.
Site A
Add a route command to the custom options.
This route should include the additional subnet in which your mobile clients are.Site B
Add a push option to the custom options.
The push should include the reachable subnet on Site A. -
