      With the latest OpenVPN(V3.1.2)

Where did that come from ?
      On what pfSense version ? 2.4.4-p3 ? The latest RC version ? 2.5.0 ?
pfSense 2.4.4-p3 + latest RC has "OpenVPN 2.4.8'.

      pfsense openvpn package?

Is not a package, it's build in.

What is the real issue ?

The latest official OpenVPN Client is 2.4.8 and is working perfect together with pfSense/OpenVPN.

          https://openvpn.net/client-connect-vpn-for-windows/
But i think this is not for pfsense, maybe the pacakge need an update to work with this client.

"OpenVPN Connect" is the wrong Client.

OpenVPN Connect for Windows is beta and aimed at OpenVPN Access Server.

Either download from pfSense GUI or use the download from @Rico
