Blocking outoging connections: LAN and/or IPSec?

Hi all. If I want to block all outgoing connections to say port 25, I know how to create a rule in the LAN section, and that works. Does that rule apply for road warriors using IPSec VPN? Or do I need to make the same rule in the VPN section? Thanks.
