pfBlockerNG not creating rules

Hi,
I am using pfBlockerNG (or, at least I want to use it).
Inbound interface is WAN and outbound is OPT1.
However, pfBlockerNG would create rules only in OPT1. WAN does not have any rules. ( I need the GeoBlocking for WAN). Furthermore, I manually created a new rule (copied the rule created in the OPT1 interface and changed source/destination and interface), but after a while it was gone....

Anyway. I am posting some screenshots I think is relevant
