Web UI times out when WAN is down

So my WAN just went down for a few minutes (ISP problem) and during that time, the web UI would not work.
The sign in page loads, but after clicking "sign in", my browser just hangs waiting for a response, forever.
As soon as the WAN came up, everything started working again.
ssh access continued to function during this time.
How would I even begin to diagnose this?

Additional Googling reveals this bug. Is this my problem?

2.4.5-p1 is not out yet. It's being tested now, will be out soon.
