    Pfsense CE 2.4.5-RELEASE-p1
    OpenVPN
    Server mode SSL/TLS + User.Autch
    Backend autсh MS Radius
    Strict User-CN Matching enabled

User name (AD Users) - "Login", Cert Common Name on Pfense - "Login", Client Specific Overrides match Common Name - "Login"

User from OpenVPN client can autch "login", "LoGin", etc, but Client Specific Overrides is not match.

Not a bug in pfSense. Raise it upstream with OpenVPN: https://redmine.pfsense.org/issues/10539

Alternately, disable "Username as Common Name"
