There are logs within pfblocker that might help.

Did you select any DNSBL Groups and download any block lists in those groups/categories? If not, I don't believe it will start. -
I have solved it, it was the shallalist that I had activated
-
Yes i have selected the groups and downloaded them. Any ideas on how to fix this?

What messages do you see in the pfBlockerNG log files, the error logs, DNSBL logs, pfsense system logs, etc?
Need to provide more information about what is going on because there are numerous things that can cause it to not start.

Cant see anything of significance in the logs

I didn't see anything in the logs that you posted that stands out as an issue but, a quick Google search for "pfblockerng dnsbl service not starting" brought up some other ideas. You might give that a try if you haven't already Googled this issue.
One thing that caught my eye was, Do you have DNS resolver enabled in your pfsense settings? DNSBL requires the DNS Resolver to be enabled.
Maybe some other folks will chime in including @BBcan177, the developer of pfBlockerNG, if he has time.
