Without a network you couldn't even use the Apple App store to load an app.
Your entire iPhones becomes something like a stopwatch - a pocket light.Shut down the iPhone, and store them in a save place. They are way to expensive for the little usage they offer you right now.
And why would you want to using a VPN if you have no network ?
And yeah, @pwood999 is right : start your own thread, and do not forget to add info.

@Gertjan still now i use vpn but for now in Tanzania

TikTok and other social networks are blocked in Tz so we use vpn but if someone he/she don have vpn app we can’t install it apple store are blocked no way to download anything there without get vpn -
I want to know how to set vpn configuration
please if you can hellp me am trying to solve this problem but its not possible -
